Karnataka: the rule within the state
- Within Karnataka an e-way bill is needed when the consignment value (GST included) exceeds ₹50,000.
- Karnataka wrote Rule 138F into its own rules in September 2023, but no Commissioner notification making a gold e-way bill mandatory was found, and GSTN names only Kerala; treat gold as not notified until one appears.
- Gold, precious stones and jewellery: the state has not mandated an e-way bill under Rule 138F, so none is needed within the state.
- Between Karnataka and any other state the central rule applies: an e-way bill above ₹50,000, and at any value for job work and exempt-artisan handicrafts.
